Is there a way to access an ODX that went offline after upgrading TX?
Or would you need to install the ODX version that is equal to the new TX version?

it depends:
is the ODX service still running , but on an older version of 20.10.x? Then you can either upgrade your ODX to the same (API version is what matters, sometimes a minor TX release won't change the ODX Server version) version or you could install the same TX release as the ODX Service is running. In many cases you cannot communicate with an ODX Server running a different version if TX as the API both use to communicate differs. This is why the upgrade process in the documentation instructs you to start with the ODX and upgrade TX at the same time.
