Error "Enabled flag not updating" while Deploying Package to Test and PROD

Symptoms

Error while deploying a package to Test and PROD environments. The package appears as disabled in the output window but shows status as Enabled.

Resolution

The enabled flag does not get deployed to Test and PROD environments. It can only be disabled/enabled directly from the process map in these environments.
